So, what is the problem when there is no light up which means that does not receiving any power

If you are getting right light, then it is clear that your modem is rebooting. The process of the rebooting takes some time, but if it take more than usual then there must be some problem in the hardware.
Problem 2: When you are getting modem light flashing
If you see that the power is blinking, then it is clear that the modem in still restarting. If you have plugged your modem into the UPS then unplug it. If it again blinking then do not attach it with the power for around 30 seconds.
